Roots In Service

Kristin Garcia was born and raised in Black River Falls, Wisconsin, where her family’s roots run deep and are firmly grounded in service. Her father, Robert Bills, served the community as a police sergeant for the City of Black River Falls also serving in the United States Army, instilling in Kristin a strong work ethic, respect for law enforcement, and a deep understanding of responsibility. Her mother, Julie, built a career in healthcare, from medical assisting to mobile mammography and bone density screenings, ensuring women throughout the region received vital preventative care.

Kristin is the youngest of three siblings, all shaped by a family culture of service. Her older twin brothers continued that legacy: Ben serves as the Public Information Officer for the El Paso-Teller 911 Authority in Colorado Springs, while Brad served as a U.S. Army Military Police Officer and later as a detective for the Fort Carson Police Department.

 

Family and Community

Kristin lives in Black River Falls with her husband, Mario, and their son, Gavin, a high school senior. Kristin and Mario have been married for 19 years and both served in the United States Army, even deploying to Iraq together. After his service, Mario went on to work at Fort McCoy until his retirement. Their family attends Parkview Church and enjoys spending time outdoors, walking, taking drives, relaxing around a fire, and making memories together.

 

Military Service and Leadership

Right out of high school, Kristin joined the U.S. Army and served a Non-Commissioned Officer in a transportation unit. She deployed twice, including a 15-month combat tour in Iraq. Her mission was to haul vital military equipment from the port in Kuwait to bases across Iraq. These movements often placed Kristin and her soldiers in extremely dangerous conditions. Her convoys were ambushed with small-arms fire, came under mortar attack, and faced the ever-present threat of improvised explosive devices (IEDs). In these moments, her leadership, discipline, and ability to stay calm under pressure were not just qualities, they were lifesaving.

 

Service with the Jackson County Sheriff's Office

 Kristin also served her community with the Jackson County Sheriff’s Office in both Corrections and Communications. In Corrections, she ensured safety, security, and professionalism inside the facility. As a Dispatcher, she was the steady voice during emergencies, coordinating deputies, managing radio traffic, and directing multi-agency responses. Balancing both roles requires focus, composure, and effective communication, skills she still relies on today.

 

Commitment to Veterans and Community

As a Life Member of VFW Post 1959 in Black River Falls, Kristin stays connected to the veteran community and continues her commitment to service. Her involvement in the VFW allows her to honor fellow veterans, participate in local ceremonies and events, and support community programs that assist families and strengthen the bonds between veterans and the town they call home. The VFW also makes donations to local causes and organizations, extending its impact throughout the community. Through the VFW, she remains actively engaged in giving back and preserving the traditions and values of military service.

 

Small Business Experience

In addition to her public service, Kristin owns and operates a small business in Black River Falls. Managing that business gives her firsthand experience with budget responsibility, customer service, and the challenges faced by local employers. Her work in the private sector reinforces the values she believes are essential to good public leadership: fiscal responsibility, community connection, and supporting strong local economies.

Kristin has seen many styles of leadership in her career. Some inspired excellence: others showed her exactly what destroys morale. She knows what makes a team succeed and what tears one apart. Jackson County residents are looking for ways to strengthen leadership within their Sheriff’s Office and ensure the highest level of service and support for the community, and many are ready for a new direction.
